Notice of Race 1.0 Rules 1.1 The regatta will be governed by the ‘rules’ as defined in the Racing Rules of Sailing . 1.2 The Yachting New Zealand Safety Regulations Part 1, shall apply. Notwithstanding the dispensation granted by Yachting New Zealand, windsurfing competitors shall comply with clause 1. 1.3 TECHNO Class Rules shall apply for TECHNO Boards 1.4 For protests where only a Rule of Part 2 is alleged to have been broken an arbitration hearing will be offered prior to any formal hearing.
2.0 Advertising 2.1 Advertising will be restricted to category A. 2.2 Boats may be required to display advertising chosen and supplied by the organising authority.
3.0 Eligibility and Entry 3.1 The Regatta is open to all boats of the RS:X & TECHNO classes. 3.2 Eligible boards may enter by completing the attached form and sending it, together with the required fee to: RS:X & TECHNO Wind Surfing Nationals, Manly Sailing Club, PO Box 126, Whangaparoa by the normal closing date of 19th January 2009. 3.3 Late entries will be accepted until 1000 hours on Wednesday 18 February, 2009 RS:X and Friday 20 February, 2009 Techno 3.4 To be eligible to compete in this event each competitor shall be a financial member of a club recognised by the competitor’s national authority. 3.5 Each competitor shall be a financial member of the RS:X/Techno Class Association.
4.0 Fees 4.1 Required fees are as follows: $75 per sailor.
5.0 Schedule of Events 5.1 Measurement & Registration: Wednesday 18 Feb 0800 to 1100 at Manly Sailing Club RS:X Friday 20 Feb 0800 to 1000 at Manly Sailing Club Techno 5.2 Briefing: Wednesday 18 Feb At 1115 hours at Manly Sailing Club RS:X Friday 20 Feb At 1000 hours at Manly Sailing Club Techno

TECHNO 293 target time for races is 15 minutes for 1st place finisher. Up to 9 races may be sailed. No more than 3 races may be sailed back to back.
5.3 On Sunday 22nd February 2009, no warning signal will be made after 1455hrs.
6.0 Sailing Instructions The Sailing Instructions will be available at registration.
7.0 Racing Area The races will be held off Big Manly Beach
8.0 Courses to be Sailed The course(s) will be trapezoidal and/or W/L. A Gate may be laid.
9.0 Penalty System Appendix B2.1 (c) shall apply
10.0 Prizes Prizes will be awarded for the following National Championships: (minimum number of entries to have a national champion: 3) RS:X Open Men’s NZL Men’s Open Women’s NZL Women’s Youth Men’s Youth Women’s Youth is defined as under 19 years of age as at 31 December in the year of the event.

Open is defined as any age. Under 15 is defined as under 15 years of age as at 31 December in the year of the event. Under 17 is defined as under 17 years of age as at 31 December in the year of the event.
11.0 Scoring 11.1 Five races will be required to be completed to constitute a series. 11.2 No score will be excluded until 5 races have been completed. When 5 to 9 races have been completed a boat’s worst score will be excluded. When 10-12 races have been completed a boat’s two worst scores will be excluded. 11.3 The men’s and women’s fleets in the RS:X Class will sail as separate fleets. 11.4 The TECHNO Boards will sail as one fleet and the results for the separate divisions will be interpolated from the overall results. 11.5 There will be no medal races.
12.0 Team Support Boats 12.1 Team support boats will be permitted and must be registered with the Organising Authority at registration (clause 5.1 above)
13.0 Disclaimer of Liability Competitors participate in the regatta entirely at their own risk. See Rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
